Meta's end-to-end encryption rollout for Messenger and Instagram DMs was presented publicly as a privacy upgrade for users. Internal documents produced during the New Mexico Attorney General's trial against Meta tell a different story.
According to documents cited in the NM AG litigation, Meta's own teams projected that enabling end-to-end encryption would reduce the company's child sexual abuse material (CSAM) reporting to the National Center for Missing and Exploited Children (NCMEC) from approximately 7.5 million reports annually to near zero. The encryption would make it technically impossible for Meta to detect CSAM on its own platform.
The documents show the decision reached Mark Zuckerberg. He approved the encryption rollout with awareness of the projected impact on CSAM detection. Internal employee communications, also produced in the trial, include a memo comparing the decision to "putting a big rug down to cover the rocks" — an acknowledgment that encryption would hide, not solve, the abuse problem on the platform.
NCMEC receives more CSAM reports from Meta than from any other tech platform. In 2022, Meta submitted 27.6 million reports — roughly 85% of the global total. The projected 7.5 million annual elimination represents a systematic reduction in visibility into child exploitation activity, approved at the CEO level.
