Disabled elevator security on a normal night is a logistics decision — convention crowds, valet flow. On a night the President of the United States is in the basement ballroom and a shotgun-armed shooter is in Room 10235 ten floors up, it is a perimeter decision. Either Hilton management approved it, the Secret Service approved it, or both did. None has commented.
Allen's manifesto, written before the attack, called the security "actually insane" and noted that "no one thought about what happens if someone checks in the day before."
