Allen's brother — based in New London, Connecticut — received the email. He read it. He recognized that his sibling was about to do something catastrophic. He called the New London Police Department. NLPD relayed the alert up the chain to federal authorities.
The chain reached Washington after Allen had already been engaged at the Washington Hilton metal detectors. The Secret Service had begun firing on Allen before the family warning was processed by federal coordinators. Whether the alert would have changed the outcome cannot be tested.
Ten minutes is not long enough. Not for a manifesto to be read, understood, escalated, federalized, geographically routed, and acted upon at a venue 350 miles away. Whatever revisions to whistleblower protocols emerge from this incident will need to address that delta — the gap between "family member with email" and "agent on perimeter."
