On April 8, 2026, VSquare — a consortium of Central European investigative outlets — published three audio recordings. The voice identified as Hungarian Foreign Minister Péter Szijjártó is heard in direct conversation with Russian Foreign Minister Sergei Lavrov. The subject: confidential European Union documents concerning Ukraine's accession to the bloc.
According to VSquare's reporting, Szijjártó offered to pass along internal EU documents related to the Ukraine membership process. Hungary holds a vote in every EU Council decision. It also holds a veto. Sharing the internal deliberative documents of that process with the country Ukraine is seeking protection from is not a diplomatic gray area.
Hungary under Viktor Orbán has consistently blocked or delayed EU measures supporting Ukraine. Orbán met with Putin in Moscow in 2024 despite EU objections. Szijjártó has traveled to Moscow repeatedly while EU foreign ministers declined to do so. The audio recording, if authenticated, moves that pattern from political stance to active intelligence cooperation with a hostile state.
The EU has no formal mechanism to expel a member state. Hungary's continued presence at the Council table — with access to every confidential deliberation — is the structural problem the recordings expose. VSquare submitted the recordings to relevant authorities. As of April 2026, no formal investigation had been announced by Brussels.
